It's just to keep an eye on all emails sent out by the system, plus, there are so many email templates that you are bound to miss one. Most features I have requested on here are standard on WHCMS. I think it's best if it's an option on the email template, because there are some emails you might not want to be CC'd on, and others we would really want to block (password resets etc). On MailChimp, we'll work on this in the same way we're doing WebHooks, CampaignMonitor and SMS messages, as a notification channel.
